Time for a paradigm shift in school education?

Professor Geoff Masters, CEO of ACER, calls for a paradigm shift in education which makes mastery rather than time the basis of advancement through the curriculum. Rather than being required to move to the next year’s curriculum because time has elapsed, students do not progress to the next proficiency level until they have mastered the prior level.
